STEP 1: Go to start and in the search box type “cmd” 
Step2:   by Right clicking on it a drop menu will appear, select “run as Administrator”. To complete this method u need to Admin access.

Steps 3: wait for a back window to appear.

And you need to input your command in order to delete a file.

Step4: input command such as:DEL/F/Q/AC:\user\your user name\the location of the file\name of the file you want to delete 

Pressing ENTER KEY will now permanently delete the file.
